In response to: CES 2009: FCC's Martin Says Keep Feb. 17 DTV Deadline: William T. Hayes, director of engineering, Iowa Public Television: "First, no one is talking about delaying the digital transition. The transition is over and in most of the country digital television has been available for years. Therefore arguments that delaying the ANALOG SHUTOFF would somehow deprive people of digital services are inaccurate. Next, there are no doubts that the vast majority of people are aware that something is about to happen, but awareness and understanding are not the same thing. Even the people in this article are talking like some big switch is being thrown where analog service stops and digital service starts. That is conceptually wrong, and no wonder the viewer is confused. Regarding Henry Chiarelli's suggestion that the early analog shutoff in Hawaii is a "litmus test of the model," how is shutting off over the air service in a market that is 98% cable a litmus test of the impact of shutting off over the air service. I am a former director of engineering for KHON TV Honolulu and can recall many times when a transmitter failure generated a few calls, but when the direct feed to the cable company was out the phone rang off the hook. Where I am now is Iowa and the idea of having the 20% of our population that rely on over the air service on their roofs in mid February is a very real concern. No doubt there will be problems whenever we finally shut off analog, delaying a few months to provide the best opportunity for the users of over the air television to continue receiving service may outweigh any theoretically negative impact."
